It is not a bona fide EIR on its face
That is according to you. It is an accepted and bona fide EIR according to the guidelines laid out in CEQA.

Not true.

A supplement is allowed. Who decides if it is applicable? The lead agency.

See the required CEQA EIR checklist. Are those elements in the report?

RE: Greenhouse gases and climate change....begin your reading on 5-2.6 in the EIR.

Did CalTrans say it was inadequate? Let's see the CalTrans comments in the EIR.....Letter F.2

Caltrans response to the EIR does not say the traffic study was inadequate. Where did you get that from?

Why must we try to get existing teams, when I think expansion teams may be the way to go. If you want (2) teams get a new AFC & NFC teams, that way we can start fresh.
