newspapers to get taxpayer $$ for 'internet training'

Two Minnesota newspapers will receive a share of state grants normally given to retrain workers in manufacturing and other industries in transition.

You would think that the newspaper companies would be responsible for the costs of technical training for their workers. Can a 40% drop in sales in the last decade be stopped or even slowed by tax payer money? I'm beginning to question some of the these projects receiving funds from the federal stimulus bill.
