Two charged in bizarre X-ray terror plot

Wouldn't that machine take a lot of electricity?
What would happen? They'd go to someone's home, whom they hated, ring the doorbell and when the guy let them in, they'd plug in the machine and threaten him?

Or run it off their car battery?
