Truman had decided as early as mid June 1945 that the Emperor would be needed in post war Japan but selling that to Churchill and Stalin wasn't easy. Because of this there were no guarantees that the Soviets would agree to the surrender document as late as August 10th.
The first mention of allowing the Emperor was not made until August 11th when the allies explained that the Emperor's power would be subject to the demands of the Supreme Commander of the Allied powers.
The Japanese Emperor ordered the military to sign the surrender on August 14th and they did on the 15th.
The Emperor of Japan was a tool for controlling the Japanese population after the war just as the two atomic bombs were tools to help end the war.
