Schools can do pretty much whatever they want these days to the kids. Either listen or deal with the consequences. My youngest son, 8th grade, was given 5:00 detention for excessive laughter on the school bus. Swear to God that's what the slip said.
My other son, a senior, was given a warning for "finger shooting" his friends and tossing invisible grenades while fooling around in the hall. He got out of punishment by being humorous and showing an invisible gun permit for his invisible guns.... don't know if he'd get away with it again though... if it were a different teacher he might have been suspended.
There is a time when things have just gotten ridiculous and I think we've reached that point. Time to use common sense people...
