Add to that the fire sprinkler auto system code is NEVER enforced in less gvmt Brazil or the rest of Latin America and local code enforcers are corrupt as hell and you wind up with this death trap.

Heard a theory years ago, that usually proves correct.....show me a former colony of Spain, and you will alway's see corruption in the courts, police and politics....also the heavy influence of the Catholic church usually means poverty and overpopulation.....likely, much the same for colony of Portugal.....
