People who work in the same space and share many tasks MUST be able to work together. A worker who hates the sight of Joe, for instance, will avoid talking to Joe, or asking him any questions, and that slows the work down. I had a "Joe" in my workplace, and everyone breathed a sigh of relief when he found a different job.

By definition, "the most qualified" includes having outstanding interpersonal skills.
As Louigi notes above, most jobs have a significant social element in which an individual who cannot fit in, can seriously disrupt the entire structure.

Any employer who ignores that element will suffer consequences, sometimes severe.

i'd say it may help somewhat, but it depends on what kind of job ur talking about.
to hire someone just because hes a friend isnt necessary a smart thing to do especially if ur talking about something important like a financial advisor, doctor, lawyer.
but yeah i do think it happens,
i think i was hired for my job because the guy hiring knew what my husband did for a living and somehow musta thought that would benefit him in some way. but it didnt, lol

I would hire someone if I thought we could be romantically involved at some future point....like her first day on the job for example.
