I've heard that phrase used during snow/ice storms, hurricanes, any sort of natural disaster that you can think of--and I never did understand it. Do they use that term in your neck of the woods when a big storm or twisters are coming through? Kind of degrading, huh?
They should think of a different, more politically correct term (unless they are actually 'non-essential'). How about 'slackers', "all you slackers can stay home".
Actually slackers is a really good term for them, but maybe they should use a different term for every storm. During Hurricane Sandy all the non-essential personnel stayed home, and the next time all the unnecessary personnel could stay home. During a snowstorm, all the useless personnel could stay home. The possibilities are endless....lol
