Under a foreign aid deal signed in 2010, when Morsi's U.S.-friendly predecessor Hosni Mubarak was in charge, the U.S. is giving the planes to Egypt's air force, which already has more than 200 of the aircraft. The first four jets are to be delivered beginning Jan. 22, a source at the naval air base in Fort Worth, where the planes have been undergoing testing, told FoxNews.com . But the $213 million gift is raising questions on Capitol Hill as Morsi is under fire for trying to seize dictatorial powers and allegedly siccing thugs and rapists on protesters.

You really are a twit - maybe you should go back to cyber-junior college.

"The Egyptian Air Force received a total of 42 F-16s in its first order in 1980 and since then has purchased five more lots of aircraft, for a total of 240 F-16 Fighting Falcons."

Egypt has paid for every one of those planes. Since when do you pay for a gift?

The aid to Egypt is actually a result of the Camp David Accord signed in 1979. The aid allows for many US benefits in the region, primarily U.S. Navy warships, get "expedited processing" when they pass through the Suez Canal. The military funding also enables Egypt to purchase U.S.-manufactured military goods and services.

Last December Sen. Patrick Leahy, a Vermont Democrat, led Congress in adding language to a spending bill to make aid to Egypt conditional on the secretary of state certifying that Egypt is supporting human rights and being a good neighbor. The language requires that Egypt abide by the 1979 peace treaty with Israel, support "the transition to civilian government including holding free and fair elections," and put in place policies to protect freedom of expression, association, and religion, and due process of law.

U.S. economic aid to Egypt has slumped from $815 million in 1998 to about $250 million in 2011.
