If I were such aliens, I'd find a way to change the genome using viruses or something. For instance, reducing sexual interest would be the first thing to do. Then the viruses should fix certain genetic errors on a wide-scale basis, such as the "warrior gene" and the proposed addiction gene. Any changes that could increase passivity, decrease bullying, reduce susceptibility to peer pressure, and decrease criminality would be put to use.

I'd start on pigeons and squirrels before pandas.

I've always thought the same thing! Even in high school, when I realized that biologically speaking, the human species fits every single qualification to be listed as a 'parasitic infestation' on the earth. And since I was always convinced there are more than enough/far too many humans on the planet as it is, I 'wrapped my whopper' and then got a vasectomy as soon as I could when I was 20 (back then condoms were for birth control primarily, pre-AIDS and all that). To this day, whenever I see little kids at play I pity them and think "poor little b'strds have no idea what lies ahead of them". And if I ever get diagnosed with anything serious, I'm going to take advantage of the state of Oregon, assisted suicide law, which lets a healthcare provider help you to the end of life decision.
