Hmmmmmmm.....in that case I wonder how many teachers steal from the school (i.e. Personal cellphone charging, personal laptop charging, vibrator recharge, etc...)

Is it?

It belongs to the taxpayers.

No, doubt, he's a taxpayer.

There was no signage saying it is for public use and he didn't ask permission.

Just one question...

If he would have siphoned 5 cents of more of your gas, would you feel the same way?

I would if he helped pay for the gas in my tank.

Nor was there any signage prohibiting anyone from using it.

Sounds exactly RIGHT. Hubris SHOULD have a price. This guy was obviously a self-important jerk and needed an attitude adjustment. He's the same guy who parks in the handicap spot "just for a minute", or right in front of the post office when everybody else parks in the designated parking spots.

The value of the electricity has nothing to do with it, it's the arrogance of the thief that matters. This would be a perfect case for corporal punishment like meted out in some other countries, which BTW, would stop this kind of crap here. "So, mister big-shot, would you like thirty days in county jail...or seven lashes?" There'd be a whole lot fewer participating in the 'knock out game', and other crimes if some swift justice was carried out. Either plug'em, or give'em an immediate and memorable punishment. The idiots are out of control, and a slap on the wrist is no deterrent.

Police cars are paid for by taxpayers too but if you get in one and drive away you'll be arrested.

Exactly what "way" do I feel?

But as to your absurd question, I'd let him have a buck's worth.

Also, it might be educational for you to buy a book about puns.
