They way they are set up, now, it is structured to keep people living on it. There is no incentive for folks to get off these programs.

Anytime someone thinks of something that could incentivize folks to get off of these programs or that makes it less desirable, even by the slimmest of margins, to be on these programs verses providing for yourself, the bleeding hearts start hemorrhaging blood and they start throwing up every conceivable road block, no matter how frivolous, that they can think of to argue against doing anything other than just keep throwing free money at folks in a proportion that increases according to the number of poor decisions one makes in life. They do that when it comes to that, but when it comes to their agenda of expanding handouts to ever increasing levels and creating new handout programs they will ignore any and every logical road block and commonsense and charge ahead come hell or high water.

that makes no sense, if you can't have welfare support your drug problem, then the people who want them tested are on drugs then they would know and wouldn't want them tested.

If you think there aren't people out there who support their habits via welfare funds you're looney. I'm raising 2 kids of folks who did just that. Used all their welfare cash assistance, rent assistance funds, sold their foodstamps all for pills. In addition they went to doctor after doctor with ailment after ailment that required pain medications and abused those drugs too! Oftentimes they'd go to one dentist with a "toothache" to obtain vicodin & then the next day go the next town over and do the same thing. When they ran the round of dentists, they would go to the ER with "severe back pain" which would require percocets.

There are lots of people who are just like them! These folks didn't work and did a damn good job subsidising their habit on welfare dollars.

Because when they are tested but don't want to be tested and then are tested it would be because they are tested for drugs when they didn't want to be tested for drugs in the first place.

Binghamton Press & Sun often publishes lists of people committing welfare fraud, they also publish the names (and sometimes addresses & photos) of those who are arrested for drugs. If you read the paper enough you'll notice that often the same names crop up on both lists. Maybe your local paper doesn't do that stuff but ours does.

Is welfare fraud really gone rampant in a city of 85,000 people?

Sorry, I couldn't resist. But the fact of the matter is that welfare fraud isn't what it was at one time. A simple Google will tell you that. But I think eveyone, not just welfare recipients, should get drug tested - it should be a prerequisite for US citizenship each and every year.

I guess I would agree with that just like I would agree that if I should be drug tested for a job, a welfare recipient should be drug tested to obtain benefits.

I can't believe that there are people who feel that drug testing violates some freedom of the poor.
No one is required to apply for welfare benefits. Therefore any drug testing is completely voluntary.
Just like at work. Drug testing is not required. You're never forced to work for a company that requires job testing. You choose to because of the "benefits" that job provides.
So "if" you desire benefits that the welfare system offers, drug testing, including random testing if you pass, should absolutely be required.
Now if your kids will suffer due to your drug use/abuse, your fitness as a parent should be challenged.
As I tell my kids, you have all of the freedom you can afford.
