This rain was predictable and so was the damage done by the storm. City of farm town--pay up!

More than predictable. Short duration heavy thunderstorms, especially in a desert, is common. We also have dummies with no commonsense who are blind enough to drive through roads with standing water. Maybe hefty fines for the survivors along with denial of insurance claims will remedy this.
