Much(most?) Arctic warming occurs during the dark Arctic winter with the sun below the horizon. Prof. Wallace has studied Rossby waves since the '80's & has had one of the UW buildings named after him.
Good to see an article showing the tremendous energies being pumped into the Arctic from the south, which are enough to drive cold months of Arctic weather & show the chilling effects to Canada, the U.S., Mexico, Central America, & other countries, even to far southern China, India, Iran, Iraq, & Northern Africa. Prof. Wallace was one of the first professors sending up signals about man-made GHGs in the 70's.
Tho the article emphasized Wallace studies from the late 70's & early 80's, it must be noted that warming in the Arctic has been shown since at least the latter 1950's. & Arctic heating really poured it on these past several years & especially this past late 2013 fall & & 13-14 winter.
Wallace concluded, "Unless global warming starts to accelerate at a rate FAR beyond what we've seen, it's going to be a long time before weather statistics change so much from the human signal that it would become clearly detectable in the presence of natural variability."

How is the government creating a carbon tax going to fix the entire planet of whatever the status quo is ...?

Answer..it isn't..in fact it won't even be applied to the problem, it will line the pockets of many without even being accounted for. This is the way it is. Then the next thing you will see is some scientific study on how we are all killing the polar bear with a spin on how Sarah Palin is not only responsible but also added to it..It is a pathetic ploy to make me want to send another dollar to what is perhaps the biggest lie of the century.

No, that is not the basic question, because you confused freeeks (say you) do not accept the planet needs to be fixed with respect to co2 emissions.

There's no question about how to fix the problem in your so called minds. You don't think there is a problem. Remember?

Even if you don't "believe in" climate change due to science illiteracy or ideological madness, it is obvious that human activity has changed the planet and the biosphere in countless other ways. Human activity is not neutral in the way the earth and solar system were indifferent to the dinosaurs.

Depends entirely where the hot pool happens to be & where the monsoonal flows head out to the temperate rainbelt.

You did notice a rather large typhoon in the Philippines last year? As a result of mode change to mode#3 the equatorial flow in the Caribbean headed slowly E into the Atlantic basin with monsoonal turnoff in mid Atlantic. The result has been a lot of mid strength & small Atlantic hurricanes & relatively few Caribbean events. The Easterly wave storms are still a Caribbean feature & also associated with monsoonal flow heading into the Atlantic with the result that the Caribbean islands got occasionally flooded & the deep south got rather dry.

Additional CO2 does have a habit of turning up the heat but most of the heat ends up in the ocean surface, the heat capacity of water is so high that the rate of heating of the Ocean is relatively small, so the air above is mostly subject to random changes. It DOES however affect the climate mode as the ocean is a bigger surface area than the continent.

The climate mode for the record is the primary circulation pattern between equator & pole & back, there are 4 of them (it is NOT a seasonality), the effect of a mode is to run the Earth to an ambient surface temperature which is different for each mode due to the efficiency of cooling.
The effect of climate modes is to completely alter the distribution of vegetation on Earth for periods of time longer than centuries. The Tel-evangelists completely refuse to even acknowledge their existence despite showing up in fossil records right back to the late Vendian (900 million years ago).

I have noticed the scammers @ work with financial extraction using CO2 as an excuse. I believe it is called "sustainable development" appears to be the cause of the labour party (UK) giving me a silly name & attempting to turn me into a coolie. The Chinese are now also debating "global sustainable development" over in their dot on the map. Still not sure what gave the Labour party (UK) their instructions, but can hazard a pretty good guess.

Oops: almost forgot. UK met office puts forward a 60% chance of El Nino disrupting UK team effort in World Cup (Brazil) apparently makes things hot & dry there. This is fairly big news as was unaware of any change to Asia pacific hot pool until that particular news item popped up...

For the record; the UK football team does not need any adverse weather conditions to perform lousily in the world cup as other competitions in the past have proved. The French (on strike in the last tournament in South Africa), have also had a record of doing very badly without external interference in their gameplan. Keep watching that space (good for a laugh).

May not see El Nino in Brazil though (will also keep watching that space), Not been an El Nino in climate mode#3 before, so will be looking rather closely, as may affect El Nino rainfall distribution patterns characterised by the mode#2 examples of the past.

C)2 is at record levels, so what! The earth has not been getting warmer for 17 years. The computer models don't match the results. Years ago Al Gore said there would be no Arctic ice in 2013. When a man says the world will end on Friday then everyone should remember his prediction and consider him a fool. It is not even called Global Warming anymore because there is no warming. Now it is Climate Change. There has always been and always will be climate change. It is funny that the same people who after spend millions of dollars over 3 years can't come up with a web page that works for Obama care think they can control the climate. Through the greatest part of our history wood and coal were burned for warmth. Man has a tiny impact on climate compared to a volcano!

The old saying everone talks about the weather but nobody does anything about it is true. Leave it to a politician to think they can control the weather with more tax :) The government pays to cook the books. That happened in England and their e mails came out to show it. Nasa cooked the books by putting the weather results under the wrong month. If you want a grant you had better come up with the answer the government wants :) I mean what government is going to give a grant to someone who says there is no global warming for the last 17 years. The earth has been both far colder and far warmer. There has been warming on Mars but I think the sun had more to do with it than man

Every bit of Arctic ice could melt and it would not raise ocean levels an inch. When floating ice melts in your glace does the glass run over?????. Al Gore that quack already said there would be no Arctic ice by 2013. Why don't the news channels report that?
