"IT IS TIME TO SCREAM ONCE AGAIN"

HB 4354 makes it so any individual, family or non-profit group cannot “influence” any elected official without being registered as a lobbyist. This means by email, mail, telephone and fax or in "PERSON".

This bill comes after citizens like you and your family for simply handing out a flier, or voicing opposition to your representative on anti-gun bills.

Forcing you to fill out pages of bureaucratic paperwork and requiring you to turn over financial reports detailing every single penny used to promote or oppose legislation.

The anti-gun Senators in Charleston know the easiest way to stop gun-rights supporters is to put a muzzle over their mouths and take away the "RIGHTS" of WV residents to voice their opinions.

The "LEGISLATORS" do not mind taking special interest monies, but they do not want to hear from "WV RESIDENTS". The message is "LOUD and CLEAR" in HB 4354 shut your mouths or face the power of the "OUR LAW".

It is time to SCREAM and SCREAM and SCREAM AGAIN

(iv) Persons who lobby without compensation or other consideration, other than reimbursement for reasonable travel expenses, for acting as lobbyists, who are not employed by a lobbying firm or lobbyist employer, and whose total expenditures in connection with lobbying activities do not exceed $150 during any calendar year, are exempt. The exemptions contained in this subparagraph and in subparagraph (ii) are intended to permit and encourage citizens of this state to exercise their Constitutional rights to assemble in a peaceable manner, consult for the common good, instruct their representatives, and apply for a redress of grievances. Accordingly, such persons may lobby without incurring any registration or reporting obligation under this article. Any person exempt under this subparagraph or subparagraph (ii) may at his or her option register and report under this article.
