The papermill in Counts, Tn. When the wind swirls around under a pressure zone, it traps and concentrates the fumes. Similar to the smog effect.
I asked this cute young thing one time who live there, how she stood that odor. She looked at me and said,'What smell?'.
Needless to say, she never called me again.
