Pop up community involvement might work better.
Most people need little more than a positive way to be respected for who they are.
A neighborhood that can find a way to talk to one another about what is important to each of them is a neighborhood where crime has no reason to live.

How about pop-up-Skunks? Every time a potentially criminal crowd starts to gather, a skunk pops up out of the ground and the crowd scatters like frightened little girls.
