Well readers are confused. There's no evident animus on the part of Republicans towards the demographics which tend to inhabit those areas most hit by Florence, and there's no evident, massive incompetence in the response so far.
It's the lesson from Katrina and Maria not to elect Republicans. Except right wing, white voters tend to like when darker skinned persons get a worse deal in whatever context.
Florence is the wrong illustration of the claim.
