Storm could be largest since '83

Why is this city such a miserable failure at clearing snow from the streets? Four foot high piles of snow in the middle of every street downtown? They clear Broadway, but leave the turn lanes six inches deep in slush, snow and ice? They salt intersections on side streets, but only in one direction? Yes, we got a lot of snow, but not nearly as much as anticipated and they do this badly no matter how much snow we get.
