There are still roughly 12 and a half more weeks of winter's deep freeze! February is no less cold and brutal than January; and even February is known to see subzero highs as far south as Chicago, Cleveland, and New York. Even March has seen a lot of 10s and 20s highs in the midwest and Great Lakes regions, and April even sees plenty of low to mid 30s highs even as far south as Chicago, and even a few 20s highs as far south as Minneaplois/St Paul.
Bicycling weather normally does not even return to the Midwest until late April/early May.
