They should have done this to all the houses in the sub sea level wards in New orleans. To do it properly fill the space under the pillars with a cone of soil dredge & then convert dredge to shrubbery to stabilise mix.
Flooding afterwards is merely inconvenient rather than requiring relocation out of city to a new address.
Can't be done on barrier bar coast as sand tends to disappear & house tends to launch as a houseboat shortly after.
