saw this on ch 12 last night. hopefully we will never have to find out how effective they are.

It's pretty shortsighted to build to a 100 year flood- after all, electricity has been in widespread use for longer and surely the previous substations weren't any better.

true... utilities in connecticut have basically gone insane. And they do latch onto any excuse to raise rates further.
