Toronto floods leave hydro system 'hanging by a thread'
The record-breaking Toronto storm that turned downtown streets into lakes and flooded subway stations has dealt a huge setback to utility crews this afternoon, with 70,000 customers now without electricity as the mayor urged residents to alleviate strain on the hydro grid.
