How can you make a person submit to having rain water diverted onto their property, the water table raised without study or consent, then expect them to live with the flooding with no regard for their health or safety? Does imminent domain allow this and, if so, is this how or local government chooses to imposes it?

I would really like an answer on this. Especially if anyone has any knowledge of similar situations or remedies available to this family.

This is the first time I have ever heard of it happening here. Please correct me if there have been others.
