Detroit police are running from precinct to precinct in answer to individual crimes. They simply can't concentrate on every bad neighborhood. This Garland crime happened so they pulled most of the troops from the 8th to look good in the 9th where that shooting took place. It makes sense to chase the criminals though. If you round up any group of Detroiters, you will be able to make arrests on open warrants, find contraband and make misdemeanor busts. Many of these arrests won't result in charges and some charges will be thrown out or beaten. At this point, they have no suspects in the shooting for which they held this big operation. It was mostly a PR stunt.
