The ones committing crimes with guns aren't the good citizens who obeyed the law by getting firearms licenses. So all this law has done is criminalized thousands of law abiding New Yorkers by making their legally acquired firearms and magazines illegal after the fact. Cuomo was in such a hurry to pass this before Obama that no one read it (like Obamacare), which meant that there was no exception for law enfocement. Thanks to this law, cops in NY are now carrying illegal magazines, which hold more than 10 rounds. Meanwhile, most gun makers don't even make magazines that hold only 7 rounds.
