The investigating Police Detective was the same one that automatically decides that any officer brought into the department Internal Affairs Division when he was there is guilty instead of innocent before proven guilty. His methods were sometimes very sloppy. As for the federal government having a known cartel member in their informant list and known to have been a hit-man in Mexico, oh well there are some there in ICE where the wheel in not always round, if you know what I mean.

To the family we are sorry for your loss, he should not have died he should have been under protection under the constitution, maybe you guys can sue.
