A sheriff's deputy in Harlan County supplied the gun used to murder a sheriff's candidate in 2002 and the cash to pay the killer, according to a major drug dealer involved in the plot.

The deputy, Roger Hall, who was taking payoffs from drug dealer Dewayne Harris, was concerned that if Paul L. Browning Jr. became sheriff, Hall would lose his position, Harris testified Thursday.

'Roger said (Browning) had to go,' Harris told jurors in the trial of the man charged with murdering Browning. 'He had to be made away with.' Read more

You have to factor in these facts. At least half of the population is indeed abusing pills and or drugs.
That would be 50%. 30% of the population is made up of the crooked cops and officials. 15% of the population are the church going folk. SOME of those people are related to the a fore mentioned 30%. Those people publicly say they want change, but quietly hope whatever dirt their relatives have on their hands never gets made public. That leaves about 5% who actually wants change but don't have enough man power to pull it off. Going after the 50% and the 30% is not teh way to do it. You gotta put the 15% in teh spot light. That is teh key. I would suggest making a Facebook page on addressing all teh problems in Harlan and inviting the 15% to it. That is how you would start on turning Harlan County around....

Interesting, but it would be hard to tell who you could trust, and who the corrupt would be
