Perhaps the reason is that once a spacecraft goes high enough above a planet, for instance, the earth, the people inside the spacecraft begin to experience zero gravity and the people and objects therein not secure begin to float upwards. The idea of the spinning saucer is to produce artificial gravity once the saucer experiences zero gravity or too light gravity. Zero gravity and too light gravity can make a person physically sick. The spinning flying saucers do not necessarily have to be part of the propulsion system of the flying saucers, but to help provide stabilization.
