Yeah, and what do I win when I say yes, or for that matter, No! Tell me there isn't anyone who might make a bad decision (for me) because of it! Too much intrusion. Too much information gathering!

Yes, it's intrusive but I see this as a good thing. The more times equality control questionnaires like this are asked the more visibility, in the minds of authorities, any minority group will have. Hopefully, it will eventually lead to anti-discrimination. Firstly, people were asked to include their m/f sex, then race, then sexual orientation in surveys and I think it has led to some awareness of inclusion. By being monitored it puts a flag up if certain groups are under-represented. Starting with a road building project is a little bizarre, but it's a start, and shows an awareness within the local council.

Who Knows! But clearly they have a purpose in mind. While their motives may be benign, what says the ones who follow will be so charitable. It's best not to tell them anything.

The idea is to enable a monitor for equality/discrimination. If the local government know how many of a certain group are in the general population then they know how many should represent that group in other officialdom areas, such as employment/education/housing. Its a step in equal opportunity monitoring.
But yes I do agree once the information is out there it tends to get passed along. But then what are the chances of it not already being out there; there are files on all of us somewhere and chances are high it's electronically kept.
