Manipulative demagogues can use terrorism, general crime, financial collapse, natural or unnatural disasters to stir the fear and anger in the general population. A fearful and angry electorate can be used to further certain political agendas and help promote leaders' aspirations for dictatorial powers. People are never willing to give themselves over to a dictator, but when the lives or fortunes of their families and friends are threatened by emergencies, they will demand the governments save them. It doesn't matter if their saviour is a tyrant as long as they are secure and content. The dictatorial powers are not given up once the emergencies become permanent. By that time, anyone who protests or objects to government politics or actions will disappear into detention and everyone else will be intimidated into obedience. The methods of democracy are used in subverting it into an authoritarian regime if there is a pretext, excuse.
