I said it before and I will say it again. There will never be any property tax reform in Pennsylvania until the power to raise taxes is taken away from the tax & Spend school boards and placed in the hands of the voters. All school spending should be approved by voters. Schools would have to ask the people to approve any tax increases. Here is my proposal.
step 1....take away the power of the school board to raise taxes and give it to the people
step 2.... Consolidate all the individual school boards in each county into one board for that county with two representatives from each district.
Step 3....hold each board accountable for their expenditures. Make them prove why they need additional funding and hold them accountable to make sure it is spent for that purpose.
Step 4.....all taxes paid go into a central fund and schools receive funds from that fund according to their need. This will eliminate low funded districts because all schools will have equal access to the money.
