The city of Needles should have given these projects to local artists that would include teaching youth an allowing them to take part in painting historic murals. Thus teaching history and art.
The problem with Needles is the locals themselves and those believing in their own self worth, this place is near worthless and spending money to have walls in town painted by others will not put those dollars back min the community.
The only art that is painted is by out going high school graduates and is painted over as no optical remeberance of who this kids are is located under the railway bridge.
Other than that painting tattoo's on their own flesh is more popular but very ugly in Needles.
