I’ve watched this situation unfold from the beginning, and seeing such an obviously biased article sickens me. This article reads like the prose version of Dr. Rao’s CV, though much of “his” so-called accomplishments were not seen to fruition until after his departure, and their value remains to be seen.

This version of the story certainly does not fit with the videographic evidence. If it was an abandoned $20 bike, why was one bike moved in order to get to the shiny red one behind it? Couldn’t the poor homeless ex-con have used the other “abandoned” bike? Maybe a resurfacing of this evidence is indeed in order. And even if it was not locked, though I doubt a simple bike lock could have stopped a convicted felon with carte blanche from the dean from getting a nice bicycle, it certainly had a chain – when it was returned it was locked to the railing with the same chain the thief had left behind.

Also, the mention that the victim of the theft did not press charges after the bike was returned is misleading. The victim was under pressure from his dean, who was also the perpetrator of the crime - no doubt an uncomfortable situation that took a bit of time to evaluate. This bit of time gave Dr. Rao the opportunity to order the bike’s return as damage control, but the damage had already been done. Regardless of the actions of (now) Dr. Boyd, the damage was done as soon as the act was committed. Dr. Rao’s actions brought to light his lack of moral integrity. In the end, yes, Dr. Rao, you are the victim. But you are a victim of your own crime. All Dr. Boyd did was tell the truth. You made your bed, Dr. Boyd just ensured that you lie in it.

It is a shame the charges were dropped - but dropped charges is not innocence. A bike theft in which the perpetrator was already fired is hardly worth the State Attorney's time. You will have this on your conscience for a long time, Dr. Rao. Apparently you still do. This attempt to clear your name is a nice try, but truth will prevail again.

Conclusions and Recommendations

• The need for a recommendation regarding appropriate disciplinary action against Dr. Rao was negated by Dr. Rao’s resignation. However, we believe that the record should reflect our opinion that it would have been appropriate to remove his administrative assignments and related stipends had he not resigned from the University. The lack of judgment displayed by Dr. Rao was cited by numerous parties as leaving them perplexed and troubled. Even interviewees expressing respect for Dr. Rao indicated that they had difficulty coming to terms with the actions they had witnessed. There is no question that Dr. Rao’s ability to serve as a senior administrator would have been substantially compromised for some time by this incident.

So had he not resigned, he would have been fired. This is very clearly stated above.

And from the Dean regarding the above report:

"Your most important finding is to reinforce the expectations the university holds of a senior administrator. I believe that in your report, and in the university's formal actions since the incident, we have upheld the respect that must be accorded to students by anyone who has responsibility for educational programs. That principle cannot be compromised. Normally, upon receipt of a report such as this, I would institute disciplinary action. In this case, as soon as I learned of the incident I placed the administrator on annual leave and removed his administrative responsibilities. Shortly thereafter, he chose to resign and has left the university.

Thank you again for your thoughtful evaluation of the incident. We hold senior administrators to a high standard of conduct and judgment and this incident represents an instance where behavior failed to meet that standard."

Dr. Rao is extremely intelligent. I have read this many times on the internet and I do believe it is very true. Dr. Rao himself has written this very excellent article about his extraordinary mental capacities. I do wish he was still at USF. He did add so much to the Medical School. Most talented people did leave the school soon after Dr. Rao.

I'd like to thank Dr. Rao for telling everyone about his superior intellect! Without his tireless efforts at relentless self promotion, everyone might think Rao is the same idiot who lost his $500,000 a year high paying, prestigious VP job at USF by using bad judgment in participating in a $50 "alleged" bike theft with a known criminal.

Too bad they caught him on camera. It ruined his life. Rao will now spend the rest of his sorry life unsuccessfully trying to recover from his mistake.

Wow! Talk about some spin on the story. These students are fictitious on this site. I was there folks. Potter is not a man to throw darts at someone. Bolix. Rao just sat tight for a year and is trying to fix his image. THERE IS NO WAY THE CHARGES SHOULD HAVE BEEN DROPPED. Maybe the video should resurface on Youtube for a retrial. And Victor Waiters? Look up his record. 29 arrests (many cocaine charges) and 5 children with 4 women that are after him for child support! Cleaning cars in the parking lot. He's a career criminal. Rao is no pillar of the community. Never was and never will be.

This article were written by Abdul Rao himself. He always said "Byrd" instead of "The Byrd" and Dr. Hunt instead of Dr. Potter. I know him well. He is a liar and is manipulative. This is no different. There is no Burt, no Molly, no Susan, no Sam, No Jane, no David, no Chris, and no Sarah- They are all Dr. Rao himself both writing and commenting on this article. I can attest, most faculty hated him and EVERY student hated him. Nobody would write such nice things about him from USF. We are glad he is gone, gone, gone!!!

After seeing the video showing the theft, it is foolish to claim that he is exonerated! Why is he not in jail or deported back to Pakistan? Has the Immigration Dept been notified of these crimes?

Thank you for contacting the Immigration Service and making us aware of the situation. We will certainly investigate this incident further. Under the law, convicted Felons and those guilty of CONDUCT DETRIMENTAL TO SOCIETY may be immediately deported.

On the surface based on the film, Dr. Rao is not seen actually stealing the bicycle. It appears he is the driver and his partner in crime, Victor Gaithers is actually the one guilty of the theft. However, if it can be proven that this crime was Dr. Rao's idea and that he used his accomplice Mr. Gaithers to assit him in a series of other thefts, then there is "reasonable cause" for deportation.

Dr. Rao currently serves as the System Vice President for Research, Ochsner Health System Vice President Middle Eastern Region), Ochsner International. He also serves as the Professor and Deputy Head of Schools – Research, Ochsner Clinical School, University of Queensland.

Prior to coming to Ochsner, Dr. Rao served University of South Florida Health (USF Health) as Professor of Surgery and Molecular Medicine. He was also the Senior Associate Vice President at USF Health and served as the Chief Research Officer for this academic entity. He was also the Vice Dean for Research, Graduate and Postdoctoral Affairs in the College of Medicine, Founding Director of the School of Biomedical Sciences, and Medical Director for Research at the Tampa General Hospital, Tampa, Florida.
Dr. Rao got his MD from Dow Medical College; his MA in Physiology from Boston University and Doctorate in Philosophy (DPhil) from University of Oxford, UK. He also has an MBAe from Katz School of Business, University of Pittsburgh.

After completing his doctoral education at Oxford, Dr. Rao joined the University of Pittsburgh in 1993 where he served as the Director and Chief of the Section of Cellular Transplantation and the Section of Medical Informatics, Thomas E. Starzl Transplantation Institute. In 2000, he joined MCP Hahnemann University, School of Medicine as the Senior Associate Dean for Research and Biomedical Graduate Studies and Professor in the Departments of Surgery, and Microbiology and Immunology. He subsequently became the Vice Dean for Research and Graduate Studies at Drexel University College of Medicine and in 2003, was promoted to the position of the Senior Associate Vice Provost for Research and Graduate Studies at Drexel University.

In 2004, he joined the Middle Tennessee State University; the largest comprehensive institution of higher education in the Tennessee Board of Regents System (the Nation’s sixth largest higher education system) where he served as Vice Provost for Research and Dean, College of Graduate Studies.

His area of research interest largely focused on bench to bedside (and reverse) translation of novel therapeutic strategies aimed at alleviating a clinical problem. In the area of clinical research, he and his group have worked on the protocol for induction of donor-specific tolerance in organ allograft recipients (funded by NIH); cellular therapeutic treatment of refractory posttransplant lymphoproliferative disorders (funded by CTRF); islet cell transplantation to reverse type I insulin-dependent diabetes (funded by NIH and the JDFI); transmission of infection following animals to humans (funded by an extramural grant) organ and cell transplantation. Additionally, his group has also been actively involved in basic cellular and molecular biology research in the following areas: induction of tolerance, islet cell transplantation, NK cell immunobiology, post-transplant vasculopathy (chronic rejection); liver-derived growth factors; generation of transgenic pigs and xenotransplantation. His recent research interests involve prevention and treatment of HIV/AIDS, cervical cancer, Sexually Transmitted Diseases and other communicable diseases.

To his credit are >130 publication in peer-reviewed journals and numerous book chapters. He has presented or has been invited to present >170 lectures on various issues related to his area of expertise. He has served on the editorial board of the journal Transplantation and Graft. He has served as the reviewer for Immunology, Life Sciences, Nature Medicine, Liver Transplantation Surgery, and Surgery. He has served as a mentor for >25 junior faculty and post-doctoral fellows, and >20 pre-doctoral candidates. For his team's innovative discoveries, he has been interviewed by the CNN, Discovery Channel, and many local, national, and international television, radio, and print media.

For his contributions to science, Dr. Rao was selected as a Senior Scholar by Phi Kappa Phi.
