there's no official way for a non-authority to find the owner of a cell phone number, since these numbers aren't published.
there are many 'hit or miss' services, which have gathered as much info as possible from databases to get criminal records, cell phone numbers, and other info that's not readily available.
here's a good place to find out more:
remember, data brokers are far from perfect.
