Substance abuse should be considered a medical issue rather than a criminal issue. Many substance abusers are unaware of the adverse medical effects of the same. Education concerning the adverse medical, social, economic, and cultural effects of substance concomitant with appropriate social, medical, and economic support can lead them out of substance abuse and/or ameliorate the adverse effects associated with the same not only on the substance abuser but on the community as a whole. The criminalization of narcotics, as was the tragic case with Mr. Seymour, only leads to the aforementioned tragic consequences for the individual and the community.
