When rebuilding,i hope their aware of the possibility of sinkholes in the future!(Tree's can suck up a huge amount of water over time.)Barrier's may be a good start.

Adding on to my previous comment about barrier's.These can be placed along side of the river's incase they rise again.Not sure what you can do about pavement caving in.If it's laid thick chance of survival may be greater.
