They had an example of this sprawl in the movie "The Jackal" and it didn't work out so good. I believe it was mayor Ron Francis who first demanded that we stop watering and conserve under penalty of fine and/or imprisonment.

People forget this is and has been ongoing for many years. So why is there resolution of the problem? States threatening legal action against other states, Mexico is upset.
The city is sprawling and that makes water even more critical.

The famous acquaifers are inadquedate even the so called experts say otherwise.
There are other viable solutions but the experts don't want to hear about them. So in usual El Paso fashion, water will not be an issue until someday when you turn on the faucet and there is no water, then they will get serious.

Please die soon and that will eliminate the water that you normally waste for the remainder of your life.
Please encourage the drug war in juarez to continue as that will elimate having to provide water for thousands of extra people who we'd rather see dead anyways.
Please encourage people to drink drive and die as each death will help to save future water usage.
Please do not give spare change to the homeless because they will only consume large amounts of water when they wake up with hang overs.
Please let fire burn houses down to the ground only allowing fire fighters to maintain a fire perimeter to only protect surrounding structure not already consumed by the fire.
