It appears that the people processor in charge of the Environment agency is in serious trouble as a result of no longer having to rest on his laurels now that the climate mode has changed from the "jason" model (mode #2) to the more efficient and symmetrical mode#3.

Under the current Labour peer in charge of it the mandate was to remove as much money as possible from the department to the unionised agency cluster under the control of the peer & cronies.
The result was a generation of graduates (1997-2014 inclusive) with the education & skills to plan for "what if" situations being re routed to ridiculous temp agencies offering work without pay as a default setting.

All planning with environment agency approval has been either rubber stamping for building of medium to high cost housing on floodplains by various housebuilder companies... OR tickover land management under the European set aside subisised farming initiative for wildlife.

The wildlife reserve of the somerset levels is now a lake as a result with the locals becoming sick of the "parrett" as a result of the failure to dredge the tidal channel of the river with the result that tidal sluice gates being buried under mud & becoming inoperable.

The bit where the chartered "Thames" does flow is however a feature of the former problem of building meduim to high cost modern housing on floodplains. The result is that high volume overbank flowage is now through built up areas rather than around them.

Mr Pickles was right to criticise the head of the environment agency. IQs in that department need to rise sharply which is difficult to do when geoscience is a primary target under labour for base level day labour (& not @ any time involving land management work related to their degree).

I would also like to find out whether it was the nutter in the BGS or the environment agency that gave me the bloody stupid nickname seen in the avatar pic associated with the blacklist removing me from all geological science career routes.

I look forward to developments in this old school tie affair with interest while looking & the TV news from my flood proof house on a hillside.
