Start sending heavy equipment over there to start clearing out rubble and recovering bodies, let graves ID them and store the data for future use. Then as the area is cleared start em-placing some of the million plus or so empty shipping containers we have accumulated in our ports that are only taking up room for temporary housing, being single story and welded construction they would serve very well for the short term, some for housing, some for lavatories, some for mess halls. A longer term solution than the tents and tarps that are currently being used.

Looking back after three years, expectations have not been met with regard to recovery/rescue efforts.
