The CDC wants to sell pharma products while avoiding explicit, community targeted safer sex info, imo. This is true even if it's less true than it was under d.W.i. Bush.

They're just trying to keep the talking points going.

The most at-risk populations won't listen, so you target those who still will and get certain concepts into the cultural fabric.

When was the last time you saw someone smoking while shopping in a supermarket? How about tossing trash out of a moving car? Both used to be commonplace. Such shifts take time. Generations of time.
