Ogallala aquifer is recharged by rain and snow that whole area is in the very same drought we are in, oil and natural gas companies have been stealing water from that area as well, on top of farming and surrounding citys that underground water supply will rapidly dry up if it does not get recharged soon.

The city of Carlsbad has purchased water rights from that area 30 years ago, money should have been put a side during that 30 years.

I suspect insiders have been making a lot of money off of that water.
