Scratch cards are a lot of luck and statistics. A site call ScratchOdds.com does a similar thing for some states but provides much more detail and reasoning behind it's picks.
Ex)
As of 11/8/09 best cards are as follows....
TX: Merry Millionaire => 84% Payout
VA: Cash Cards => 142% Payout
WA: The Color of Money => 98% Payout
Meanining for every $1 spent on Cash Cards in VA, the expected return is $1.42 if you were to buy all of the cards left. Basically though, it shows the cards with the best odds.
