It will afford a larger kitty of federal tax revenues to pay hospitals to take care of your negligent self when your young healthy azz is run over by a speeding metroliner on a Monday morning following a weekend drinking marathon and hangover, etc.
See how that works? Nobody will be arrested for not buying health care insurance coverage. You'll still have to pay for the privilege of being stupid. Why should everybody else be stuck with your bill and you get to walk?

Is paragraph 1 correct or paragraph 2? In paragraph 1 you say " you are free to take your own risks and forgo homeowner's insurance", in paragraph 2 you say "Don't buy health insurance if you don't want it, and you will pay up by way of a deduction from your tax refund (if you're due one), or receive a bill from Uncle Sam.". Paragraph 1 says that you are free to buy insurance or not, paragraph 2 says that if you don't buy it money will be taken from you as a penalty.
