At least the states would be getting some of that "welfare" money back in taxes then. And the food exemption can easily be changed.<quoted text>
The poorest of the poor are buying stuff with welfare/tax money. Not every state does this, but CA doesn't charge a sales tax on food.
Make everything sold subject to the sales tax, including services like haircuts & oil changes etc.
Not only does that capture taxes from the poor, it also gets taxes from illegal immigrants and drug dealers etc.
