They aren't legal citizens, BO has given them a deferral from deporation, which in reality just put them in limbo. They can get a job, but have to find a way to get to it other than driving. Frankly, that minor detail of not having a license hasn't stopped them in the past, why should it matter to them now? They will do what they do best, ignore our laws.
