Illegal, but Not Undocumented: Identity Theft, Document Fraud, and Illegal Employment

The findings include:

a.. Illegal immigrants are not "undocumented." They have fraudulent documents such as counterfeit Social Security cards, forged drivers licenses, fake "green cards," and phony birth certificates. Experts suggest that approximately 75 percent of working-age illegal aliens use fraudulent Social Security cards to obtain employment.

b.. Most (98 percent) Social Security number (SSN) thieves use their own names with stolen numbers. The federal E-Verify program, now mandated in only 14 states, can detect this fraud. Universal, mandatory use of E-Verify would curb this and stop virtually 100 percent of child identity theft.

c.. Illegal immigration and high levels of identity theft go hand-in-hand. States with the most illegal immigration also have high levels of job-related identity theft. In Arizona, 33 percent or all identity theft is job-related (as opposed to identity theft motivated simply by profit). In Texas it is 27 percent; in New Mexico, 23 percent; in Colorado, 22 percent; California, 20 percent; and in Nevada, 16 percent. Eight of the 10 states
with the highest percentage of illegal aliens in their total population are among the top 10 states in identity theft (Arizona, California, Florida, Texas, Nevada, New York, Georgia, and Colorado).

d.. Children are prime targets. In Arizona, it is estimated that over one million children are victims of identity theft. In Utah, 1,626 companies were found to be paying wages to the SSNs of children on public assistance under the age of 13. These individuals suffer very real and very serious
consequences in their lives.

e.. Illegal aliens commit felonies in order to get jobs. Illegal aliens who use fraudulent documents, perjure themselves on I-9 forms, and commit identity theft in order to get jobs are committing serious offenses and are not "law abiding."

f.. Illegally employed aliens send billions of dollars annually to their home countries, rather than spending it in the United States and helping stimulate the American economy. In October 2008 alone,$2.4 billion was transferred to Mexico.

g.. Tolerance of corruption erodes the rule of law. Corruption is a serious problem in most illegal aliens' home countries. Allowing it to flourish here paves the way for additional criminal activity and increased corruption throughout society.

h.. Leaders support perpetrators and ignore victims. Political, civic, religious, business, education, and media leaders blame Americans for "forcing" illegal aliens to commit document fraud and identity theft. No similar concern is expressed for the American men, women, and children whose lives are destroyed in the process.

i.. The Social Security Administration and Internal Revenue Service facilitate illegal immigrant-driven identity theft. Both turn a blind eye to massive SSN fraud and take no action to stop it. The Social Security Administration assigns SSNs to new-born infants that are being used illegally. The IRS demands that victims pay taxes on wages earned by illegal aliens using their stolen SSNs, while taking no action to stop the identity theft.

DHS To Grant Illegal Aliens "Unlawful Presence Waivers"

In its quest to implement stealth amnesty, the Obama Administration is
working behind the scenes to halt the deportation of certain illegal
immigrants by granting them "unlawful presence waivers."

The new measure would apply to illegal aliens who are relatives of American
citizens. Here is how it would work, according to a Department of Homeland
Security (DHS) announcement posted in today's Federal Register, the daily
journal of the U.S. government; the agency will grant "unlawful presence
waivers" to illegal aliens who can prove they have a relative that's a U.S.
citizen.

Currently such aliens must return to their native country and request a
waiver of inadmissibility in an existing overseas immigrant visa process. In
other words, they must enter the U.S. legally as thousands of foreigners do
on a yearly basis. Besides the obvious security issues, changing this would
be like rewarding bad behavior in a child. It doesn't make sense.

But the system often causes U.S. citizens to be separated for extended
periods from their immediate relatives," according to the DHS. The proposed
changes, first announced in January, will significantly reduce the length of
time U.S. citizens are separated from their loved ones while required to
remain outside the United States during the current visa processing system.

The administration also claims that relaxing the rule will also "create
efficiencies for both the U.S. government and most applicants." How exactly
is not listed in the Federal Register announcement, which gives the public
60 days to comment. That's only a formality since the DHS has indicated that
the change is pretty much a done deal

Napolitano Doesn't Intend to Secure a Single Additional Mile of U.S.
Border-This Year or Next

( CNSNews.com )- Homeland Security Secretary Janet Napolitano released a
budget document on Monday that indicates that the Department of Homeland
Security does not intend to put a single additional mile of the U.S. border
under "effective control" in either fiscal year 2011 or 2012.

According to Napolitano's budget plan, the Border Patrol had 1,007 miles of
the U.S. border under "effective control" at the end of fiscal year 2010,
and DHS aims to stick with exactly that number through this year and next.

The 3311-page document released by Napolitano--"Congressiona l Budget
Justification: FY 2012"--also says DHS does not intend to add a single
additional Border Patrolmen in fiscal year 2012, after adding 859 this year.
Nor, the document says, does DHS intend to deploy a single additional Border
Patrol agent to either the U.S.-Mexico or U.S.-Canada border in fiscal year
2012, capping Border Patrol deployments at the two borders at this year's
level.

DHS declares it has established "effective control" of a mile of the U.S.
border "when the appropriate mix of personnel, equipment, technology and
tactical infrastructure has been deployed to reasonably ensure that when an
attempted illegal entry is detected, the Border Patrol has the ability to
identify, classify and respond to bring the attempted illegal entry to a
satisfactory law enforcement resolution."

Customs and Border Protection (CBP), a subdivision of DHS, is responsible
for securing 8,607 miles of U.S. border, including the 1,994-mile-long
U.S.-Mexico border, the approximately 4,000-mile-long U.S.-Canada border,
and sections of coastline in the Gulf of Mexico, Puerto Rico, and the U.S.
Virgin Islands.

According to DHS budget justification released Monday, CBP currently has
only 1,007 of the 8,607 miles of border it is responsible for under
"effective control."

Napolitano Affirms Amnesty Legislation is on the Agenda in Early 2010

On Friday, November 13, Janet Napolitano, the Secretary of the Department of
Homeland Security, gave a speech at the Center for American Progress (CAP).
Napolitano used the speech to highlight the Obama Administration's continued
support for a mass amnesty for millions of illegal aliens, promising amnesty
legislation in early 2010.

Napolitano - who has been designated as President Obama's point person on
the issue of immigration reform - described the administration's vision of
immigration legislation as consisting of a "three-legged stool." This
so-called "stool" consists of:(1) a mass amnesty for the approximately 12
million illegal aliens currently living in the United States; (2) "improved
legal flows for families and workers" which means a dramatic increase in
legal immigration; and (3) empty promises of "serious and effective
enforcement." (Secretary Napolitano's Prepared Remarks, November 13, 2009).
As for when the administration expects to see Congress take up an amnesty
bill, Napolitano stated that she expected to see legislation move in "the
first part" of next year.(CAP, November 13, 2009).

In addition to advocating amnesty, Napolitano utilized last Friday's speech
to dismiss concerns that legal immigration is adversely affecting U.S.
workers. During a brief question-and-answer period following the completion
of her speech, a member of the audience expressed concerns about foreign
workers obtaining engineering jobs over equally-qualified American workers.
With unemployment now over ten percent for the first time in 26 years
(Bureau of Labor Statistics, November 6, 2009), Napolitano answered by
alleging that the questioner had posed a "false dichotomy," and added that
she "think[s] there's enough engineering jobs for everybody." (CAP).

The U.S. Border Patrol is often catching immigrants who were previously deported. For many it is not their first time, but rather their third, fourth, or even fifth deportation. One of these individuals is Jose Ricardo Garcia who has been deported four times and served an equal amount of prison terms in the United States. His prior convictions include illegal entry, vehicle theft, assault, and drug possession. Garcia came into the United States as a child legally but later lost his legal status. Each time he was deported he managed to make his way back into the country. Some of the immigrants who are deported, especially younger immigrants, have lived most of their life in the United States. Therefore, it is even highly more likely that they will attempt to get back across the border. Immigrants who have spent most of their lives in the United States are accustomed to the American way of life and sometimes cannot speak Spanish fluently. In addition, they tend to have family and friends in the United States that could provide a place to live. Many times when the U.S. Border Patrol deports individuals they drop them off at a border city. There are others who are flown further into Central Mexico or somewhere equally distant, but for the most part they are released not too far away in a Mexican border city. Officials in Mexican border cities have long voiced their concern for immigrants being released into their cities because it tends to bring about more crime. While some immigrants will head back to the city where they came from after being disillusioned in their attempts to get to the United States, many will remain in the border city and wait for the “right” opportunity to come along to make another attempt.

Border Patrol catches, then releases, illegals

FLORENCE, Ariz.— Thousands of illegal immigrants, mostly from Central and South America, are being released into the USA almost immediately after they are picked up by the Border Patrol as part of a policy that U.S. officials acknowledge represents a significant gap in homeland security.

The treatment of illegal immigrants from Mexico has not changed.

U.S. Border Patrol agents continue to catch and deport waves of Mexican illegals, who last year accounted for most of the 905,000 people caught sneaking into the USA along the 2,000-mile Southwestern border.

But deporting illegals from countries other than Mexico — known here as "OTMs" — is far more complicated.

Several Central and South American governments have been reluctant to accept groups of people for repatriation.

And the Department of Homeland Security, while spending billions of dollars on a range of anti-terrorist programs, has a limited budget for renting detention cells at local jails.

The result: With no place to put thousands of captured illegals from Central and South America, the Border Patrol has begun releasing them after giving them written orders to appear at deportation hearings in nearby U.S. cities.

Immigration officials acknowledge the exercise is futile: About 86% of those issued such notices never show up for the court hearings.

In a procedure that has been ridiculed by local law enforcement officials and even some Border Patrol agents, the agents are told to make sure that illegal immigrants provide U.S. addresses and contact telephone numbers before they are released. The information is supposed to be included on copies of the immigration court notices.

But local law enforcement officials who have reviewed dozens of the notices say that many illegals provide false addresses or none at all. That leaves U.S. authorities with few clues about where to look for the illegals if they fail to appear in court.

The second video fast forwards to October 28th, where NBC reports that the White House knew, the whole time, that every word Obama spewed back then, was a lie.
