Yes, a good concept but not likely. The federal politicians have discovered that the majority of Americans today can be purchased for little more than 6 months of unemployment benefits.

They will talk big, complain about gubbermint largesse, even acknowledge that the federal gubbermint DOESN'T DO ANYTHING EFFICIENTLY, yet when it comes time to vote, they pull the lever for the guy that promises them free lunches for their kids.

And here’s why: In the U.S., companies are taxed 35 percent on earnings of $10 million to $15 million or on all earnings over $18.3 million. That’s one of the highest corporate tax rates in the world, making an overseas move somewhat attractive to companies that wish to avoid the U.S. tax rate. But that’s not the leading reason companies send jobs overseas. According to a 2005 report by the Government Accountability Office, global technological advancement, increased openness of countries such as China and India, the higher education level of foreign workers in technological fields, and the reduced cost per foreign worker are all contributing factors to off-shoring.
We first addressed this popular theme in 2004, when we reported on a John Kerry campaign ad in which he blamed President George W. Bush for providing tax incentives to companies “outsourcing” jobs overseas. At the time we found that such tax breaks, which do exist, pre-dated the Bush administration and that even Democratic-leaning economists did not support the idea that changing the corporate tax code would end the movement of jobs overseas.

Since March 2001—the most recent business cycle peak—the United States has lost nearly 3 million manufacturing jobs, a decline of 17.4%. The Midwest and East Coast have seen the worst fallout from these losses, with Michigan and the Carolinas losing the largest shares of jobs. Since March 2001, Michigan has lost 5.2% of total employment (or nearly a quarter of a million jobs) due to declines in manufacturing jobs. With a few exceptions, the states hit the hardest are all east of the Mississippi.

The loss of these relatively high-paying jobs (average weekly wage of $725 compared to overall average of $603) has been a drain on states’ economies, as many of these jobs have been replaced by lower wage service sector jobs.

One of the main points of the report is that during the Great Depression, we lost 30.9% of manufacturing jobs, but in the decade of 2000-2010, we lost 33.1% of manufacturing jobs.

On average, 1,276 manufacturing jobs were lost every day for the past 12 years. A net of 66,486 manufacturing establishments closed, from 404,758 in 2000 down to 338,273 in 2011. In other words, on each day since the year 2000, America had, on average, 17 fewer manufacturing establishments than it had the previous day."
