No, there really ISN'T a big decline - they're just starting to enumerate the outages like the government does the unemployment numbers: the government doesn't count those who've given-up looking for a job, and CL&P doesn't count those who have given up on getting power back before Thanksgiving.

By cl&P's own numbers, Weston has seen the slowest reduction in outages. As of this morning Weston has the highest percentage of outages. As a monopoly, cl&p does not worry about customer service. In a free market, companies compete for customers. With the consumer being the winner. If they had a choice, how many Weston residents would take their business elsewhere. I know I would.

Yes you can thank Blumenthal for the monopoly. These are also the same people who used to own the "sooty six". No more worries about coal or pollution and they rake in about 100 million $$ a month.
