After dominating rail traffic in the East & using propaganda to tell people coal is clean, even when you breathe it, PeaBody whats to dump coal in states, whose citizens don't have coal dust in their lungs...... yet. PeaBody would dominate the rail line in the Northeast section of the Salish Sea(Puget Sound). Any further businesses that may develop in the region needing rail transport, would be mightly hindered, until another rail line was installed. The problems with that is the present line is often closed because of increasing rock & mud slides in several areas DUE TO INCREASED RAINFALL CAUSED BY AGW. Also, placing another rail line next to the present one is impossible. Indeed, the presence of coal trains to the extent PeaBody desires, makes any further business development dependent on rail transport in the region, impossible.

Already, coal trains, in 2012, have had accidents within 20 miles of the Columbia River & Salish Sea. With the full fledged coal train traffic, it is a matter of short time before coal rail cars begin shedding coal dust into both bodies, & probably coal trains, to boot.
